China's air traffic market is among the fastest growing in the world. Average annual growth rate of air travelers in China has been more than 15% over the last several years and high growth rates are expected to prevail until 2020. Annual cargo volume is also increasing by double digits.

This creates great infrastructure challenges as China strives to balance service quality, airport efficiency, flight security and airspace management.CAAC has stated that, in accordance with China's 11th five year plan (2006-2010) , it will establish, as a priority, technologically advanced and systematically reliable air traffic control and management systems, with a focus on safety, capacity, efficiency and security management, for a future new generation air transport systems. As well, it will expand airport facilities, install and upgrade airport security systems and establish an IT network to synchronize airport operations.
